What is a notice of commencement?

A Notice of Commencement (NOC) is a document that gets recorded at the beginning of a project, which identifies a few things: the property being improved, the name of the owner, the name of the general contractor, the name of the surety if there’s a bond that’s in place, and the name of a lender if it’s a construction loan. [See Florida Statutes 713.13]

A Notice of Commencement gets recorded in the public records of the county where the property is located. It gives the world notice that work is being performed at the site (e.g. home or building), and it also allows other potential lienors to get information from that Notice in order to prepare their own claim of lien if necessary.
